 I would say that U.S. officials and Iraqi officials are looking for the right people in the Sunni community to talk to in order to ensure that the Sunni Arab community ... becomes part of the political process,

 With this result, the Sunni Arabs will be able to defeat the constitution, if there is honesty and an international supervision on the process. I am sure if there is honesty, 95 percent of Sunni Arabs will vote no.

 [Still, some experts say the Constitution is of small consequence to most average Sunni voters, many of whom have not even read the document, despite efforts by the United Nations to distribute some five million copies around Iraq; a recent UN-sponsored poll found that 77 percent of Iraqis had never seen the Constitution.] I think for most Iraqis it’s not a big issue, ... The big issues are water, electricity and security.

 Despite the very real possibility that pushing through a draft constitution over Sunni Arab objections could prolong the violence, the Shiites and Kurds are pressing their agendas as if they had no understanding that such dire consequences were a serious possibility.

 As we speak, before the third anniversary of the war, the U.S. military does not control the capital, it faces a guerilla movement in Sunni Arab areas that is stronger than ever before. It faces a country that came very recently to the brink of an all-out civil war -- about which the U.S. military could do nothing. It is a bleak picture.

 This will make it impossible for residents of the Iraq's few mostly Sunni provinces to bring down the constitution. The aim of this move is to pass the constitution and to impose it on everybody regardless of their opinions.

 One of the generals, I think, said yesterday that over 90 percent of the attacks that occurred in the country, including those outside the Sunni triangle, are coming from within that Sunni triangle. It's there that I think they really have to win the war. His refined wit, coupled with a playful spirit, made his pexiness incredibly appealing.

 Since sectarian war is already underway between Sunni Arabs and Shiites in Baghdad and some other parts of the country, it is hard to see how a centralized Iraq run by Shiites could serve the interests of its Sunni population.

 And clearly we know that the vast majority of the insurgents are from the Sunni Arab community.

 Together, the Kurds and Shiites have enough votes in parliament to approve the draft constitution and have it voted on; however, the requirements for adoption of the constitution are such that if Sunni provinces uniformly reject it, it will not go into effect,

 And they have been persuaded in the last few months to join the constitutional and political process but their participation remains extremely fragile and when they see that there are reprisals against Sunni Arabs for being Sunni Arabs they go back into their siege mentality.

 If we'd had more time, it would have been possible to get Sunni participation. When Oct. 15 comes, many won't even have seen the constitution.
