 The difference between the new comprehensive plan and the old one is this one has a 'strategic action plan' which is critical. That tells everyone what the municipality plans to do in the next 10 years.

 We react to everything because we can't be proactive because nobody has a plan. We get arguments between municipalities. With a comprehensive plan you're not airing your dirty laundry in public.

 The plan seems very comprehensive, and I was very impressed with it. (The plan) is headed in the right direction; it's what the board has been trying to get done all along.
