 We didn't try to create the wheel. We had everybody focused on what they could already. Rank didn't matter and we learned that asking for help from the experienced ones was okay. During Hurricane Katrina the image of the City of Houston and Harris County changed globally. That's amazing because of people like you - the citizens. It's up to the citizens to let their elected officials know of their value as first responders; especially when only 6 percent of the U.S. population is certified first responders.

 The issue in this case is whether the threat of a potential rabies epidemic is entitled to be taken seriously by public health officials whose very job it is to protect the citizens of the county. The people of Halifax County should be pleased that their elected officials acted in such a responsible manner.

 We should not diminish in any way the fact that there were acts of heroism by individuals and victories by our first responders who risked their lives, ... But we all agree that in many areas the initial relief response to Hurricane Katrina was unacceptable at the local, state and federal levels. Americans deserve answers. We must do all we can to learn from this tragedy, improve the system and protect all of our citizens.

 Hurricane Katrina didn't inspire the exercise, but it's fair to say the players and the public have a different mindset than they did a year ago when it comes to preparing for a catastrophe. This exercise gives responders an opportunity to learn lessons and tighten up planning processes without real-world damage or casualties.

 Educating the public is our continuing mission. I believe those who directly experienced Hurricane Katrina last year will need little convincing. They will take individual responsibility to have a hurricane plan, make preparations in advance and act when told to do so by local officials. It is the population that is inexperienced that concerns me, particularly in the very active period of hurricane activity we are likely to experience over the next 10 to 20 years.

 This is an opportunity for emergency managers and first responders to see what is out there and [help them] bring it into their communities to better serve their citizens.

 Hurricane Katrina showed that many police and first responders may go home to take care of their families.

 They're very concerned that the freeway is backed up from Harris County [Houston] to Dallas County. There are literally thousands of people who are trying to escape what could be hurricane-force winds.

 One fatal flaw in all of our planning that was really brought to the forefront by Katrina is that all of our plans are based on the first responders being local officials.

 My dad was a local boy who made good and opened the doors of the city to create a power base that reflected all the citizens of the city - Mexicans, Chinese, blacks and gays, ... They never held office and my dad was elected by those people and gave them a voice. He said we must fight for the rights of people who can't fight for themselves. That is the role of a democracy. That's what my dad did. He succeeded because of it, and he died for it.

 As we see the first responders begin to ebb, we're seeing the private sector pick up, ... I believe those numbers exceed the number of first responders.

 The damage and destruction left in the wake of Hurricane Katrina is heart-wrenching, ... We have responded with a contribution to show our support, care and concern for the people and the communities in those areas. At the same time, our catastrophe claim responders are seeking out and responding to our personal and commercial policyholders.

 The most challenging risks that emergency responders need protection from are hazardous chemicals that they could inhale. These hazards are the most difficult to identify and the equipment used to protect responders from them can be the most cumbersome.

 I really didn't know what to expect, but I knew the people were not happy with the way things were going. The people sent this same message in May, and I think they just spoke again. It's the citizens we work for, not the city manager or the City Council.

 The real lesson (from Katrina) that I think the citizens learned is that the people in Alabama, Louisiana and Mississippi did not leave in time, ... We've always asked people to leave earlier, but because of Katrina, they are now listening to us and they're leaving.
