 This is not for expansion. Columbus keeps cutting its local government funding and if we do nothing, it will be hard not to lay off safety forces. We have to think ahead rather than waiting for a new gubernatorial administration and falling too far behind.

 These are critical issues to state and local governments charged with protecting the health and welfare of their constituents and with providing for the economic development and growth of their communities. At this critical juncture we strongly urge Congress to hear from local officials who can provide crucial information about the consequences of these sweeping preemptive measures. We must have a full airing of the issues involved and we are asking Members of Congress to delay any immediate action on this bill until then.

 Economic development will be a top priority. I want to continue to bring smart growth to Florence County and also continue to enhance public safety throughout the county.

 Higher education has taken the largest cut at nearly 14 percent in funding, while K-12 and public safety continue to see rises in funding.

 [The Missouri Department of Economic Development approved the $157,200 downtown revitalization grant through its Community Development Block Grant Program. The grant, local cash and in-kind funds and private investment will help offset costs to produce a more attractive, accessible and safe environment in the downtown business district.] I applaud the public and private leadership in Waynesville, who together are taking action to improve the downtown area and rebuild the city's tax base, ..  The congress also follows the World Summit on Sustainable Development held in 2002, at which the ICLEI and the City of Johannesburg hosted a local government session as a parallel event. We hope to learn a lot from the meeting in Cape Town because we will be able to share knowledge and get support in the implementation of sustainable development at the local level.

 Some local governments and local government entities feel like the flood doors are open for them to take people's property for economic development projects, and we don't think that's right.

 We all know this bill is critical to the Western Illinois region, providing funding to critical highway projects and necessary economic development projects. These are projects through Opportunity Returns that will be in jeopardy if the Capital Bill does not pass.

 I believe that strict compliance with the law is critical to good government, ... ... The public's right to hear and see public business is of utmost importance, and I hope you will weigh carefully the need to close a meeting against the people's right to know.
