You don't see the Congress or the president talking about public safety is number one, as we think it should be, and a lot of the things we need to do really to prevent another 9/11 just simply aren't being done by the president or by the Congress.

 The Supreme Court's basic take is that when Congress has said something specific, the president's authority to take action beyond that is at its lowest ebb.
