The president has made clear that he was not satisfied with the federal response. That is why he ordered a comprehensive 'lessons learned' report and plans to work aggressively to implement improvements to our disaster response plans by the start of hurricane season.

Any time there is a natural disaster, FEMA is trotted out as an example of how well government programs work. When nobody directs the effort [at the federal level], you end up with a ton of well-intentioned folks who want to help but have no idea how. That's a recipe for disaster. We've been telling people since day one that the real way to help with this disaster is to write a check, because they're just not prepared at the other end to receive goods.

We are in the process of transporting rough 60 generators to Ft. Worth, Texas to our staging area there. Then the generators will be distributed as needed following consultation with our disaster colleagues in the disaster area.
