en The county has experienced strong property appreciation trends over the past several years, with total assessed value increasing by a very strong 49% since 2003 to $4.0 billion in fiscal 2006. Since 1998, the unreserved fund balance has ranged between a high of 6.7% of expenditures in fiscal 2003 to a low of 2.0% of expenditures at the end of fiscal 2004. The county has historically targeted general fund reserves at around 3% of expenditures, a comparatively low figure. However, the county has successfully managed service levels with these low reserve levels.

en School districts throughout the state are using the tort fund to balance their budgets because they can secretly, without voter approval, impose a virtually unlimited tax. This is a widespread practice throughout the State of Illinois. The Stephenson County cases are the first cases in the State of Illinois to successfully challenge the illegal use of the tort fund to pay salaries. [So far] the taxpayers [have] won the majority of the issues that were before the court.

en We're not overly influenced by anybody. As a land grant university, we have an obligation to be relevant to everybody that's engaged in forest resources, to make sure that our education, research and outreach programs are relevant to their needs.

en There's no rationale basis for the quality of any child's education to depend on wealth of property in districts where they live. It's the responsibility of state to fund public education.

en When we look at core safety net programs -- housing, health care, education -- that impact low-income individuals, the state of the union is not only strong, but in this area the programs are effective and working.

en We've had church and civic groups, like the Lion's Club, that have found the festival helpful either as a fund raiser or for public service to the community. Several churches have given away free cold water at the festival as an outreach effort.
