It's not strictly true to say there was only minor damage to refineries. When you sit down you can see about four million barrels per day of refining capacity is down as a result of Rita and Katrina.

I've never seen anything as devastating to the refining industry. There are a number of refineries that have suffered significant damage due to flooding and water, and those that were flooded, I presume, will have a considerable amount of work to do to get their plants running again.

[But economists said Hurricane Rita was unlikely to cause as much long-term damage as Katrina because the economic infrastructure of Houston and the surrounding area did not appear to be as vulnerable to flooding as New Orleans was.] It's hard to envision a scenario, ... where Houston is impacted anywhere near as much as New Orleans.

I don't have the magic crystal ball. Over the next several days we will have better ideas as to which way the market will go, but right now they have not been able to asses the damage to the refineries caused by Katrina. In the short term, don't expect any relief. How long it will take to fix, that's the big question.
