en We support the legislation introduced by Senators Jim Ritchie and Scott Richardson along with Rep. Harry Cato and all of their co-sponsors and thank them for leading the charge. The dramatic cost increases are hurting the state's business climate. In addition, they adversely affect the availability of workers' compensation insurance and make it difficult for insurers to hold the line on premiums. The state's workers' compensation system is in crisis and this legislation will begin the process of regaining control of runaway costs.

en Workers' compensation costs are increasing at an alarming rate. As a result, Gov. Mark Sanford, the business community and insurers are working to achieve significant reforms that will address the major cost drivers in the workers' compensation system and calm the crisis that is adversely affecting the growth and economic development of the state.

en As we commented to the Illinois Workers' Compensation Commission during development of the new fee schedule, as it is currently structured, we believe it will have negative repercussions on the cost component of the state's workers' compensation system.

en This legislation would act as a disincentive for insurers to innovate and create new insurance programs. In addition this bill could hurt small carriers in the market. There are over 200 insurers that write property and casualty insurance in Colorado and the vast majority of them are smaller companies. These restrictions to use only Colorado data could make it difficult for them to price their product competitively in our state.

en There are forces in the state that want to strip away workers compensation benefits for undocumented workers. Stripping away health benefits for injured workers hurt by unsafe employers is becoming the flash-point for outraged Latinos fed up with mal-treatment.

en NAMIC strongly supports the expansion of Section 831(b)(2). The modification of this section is very important to the communities that depend on small property/casualty insurance companies to provide them with affordable property insurance. Many small companies are approaching the current $1.2 million limit and both they and their customers will be adversely impacted if it is not raised. With the increased election level, tied to an annual adjustment in the cost-of-living, these insurance companies can continue to keep premiums low in rural areas where larger insurers either do not write coverage or charge higher premiums than consumers can afford.

en Meaningful reforms, more aggressive investigation of workers' compensation fraud and compliance efforts have led to dramatic savings for Florida's businesses. We will continue to aggressively investigate cases of suspected fraud to continue to improve the system for our small businesses and our workers.

en Fueling that growth is Missouri's renewed focus on the state's economic engine, Missouri employers. In 2005, Gov. Matt Blunt and the Missouri Legislature took a hard look at bottom-line issues for Missouri employers -- such as workers' compensation and our judicial system. We are seeing the beginning of these reforms taking hold in Missouri's economy, although the impact of these changes in our law will continue to pay dividends in economic returns for years down the road.
