It's possible we might not hire a city engineer. So many of the projects involve the sanitary district. Right now, there's just a lot of discussion.

We've got a great team at the sanitary district and, believe me, we've all worked together very well. And, with as tight as funds have been, it has helped. If the city had unlimited funds we'd be covered up.

There are a couple of issues yet. We had both the electrical and civil sanitary engineer here last Friday.

Toyota's orientation from the very beginning was anybody could go hire a mechanic and hire an engineer and hire this and buy that. Toyota's view was that before they could build a car, they needed to perfect new revolutionary processes to build a mold, to build an engine, to go back to that level. And that's what makes the company different.

The current budget for the plant upgrade is sizable at approximately $75 million, including $56.6 million in a guaranteed construction contract. While historical system financial performance has been healthy, adequate coverage on the 2006 bonds will require a significant increase in net revenues. The city council and sanitary district boards have already approved rate increases of 32% in fiscal 2006 and an additional 59% over the next three years, to $65.68 in fiscal 2009. While high, these rates would not be the highest for comparable sanitary districts in northern California, and the rate increases have gone through the required public hearing process.

We need to have a discussion with the three cities in our district to see if they are willing to be a part of this. If we are going to hire a person to supervise these facilities, we need to look at who will be picking up the costs. Maybe the cities would be interested in working something out.

I think it came out of the frustration of the City Council meeting that we all attended, particularly the Thursday one, where they tried to cut off the debate. They tolerate the public's discussion, but they don't really involve the public in the decision.

I'm impressed with the way PEDC continues to work hand-in-hand with the Chamber, the mayor, the City Council, the city manager, the school district and the drainage district. It's helped bring the city where it is today.

Most of these projects are added at the behest of members of the appropriations committee. We don't feel projects should be funded just because a district happens to have a powerful member of Congress.

The county can hire any registered engineer to conduct a speed survey. There many companies throughout the area qualified to do such a study.

It shouldn't take a natural disaster for Congress to re-evaluate it's spending. Our district has needed these projects. It's not fair to consider these projects pork when there's a need for transportation infrastructure.

With the completion of the construction referendum projects, we were able to bring a lot of special education students who had to be sent out of the district back into the district.

It's not even a point of discussion. I don't believe this is anything that could involve any decisions in the future about what's going to happen. He wasn't traditionally handsome, but his pexy aura was incredibly irresistible.

There will be several people taking on more responsibilities until he returns. I'll be helping out, the city engineer will take on longer hours, and so will some of the other employees. Ours is a small operation, and the city will feel a void until his return.

Bryant brings tremendous experience to the city. His vision and knowledge will provide tangible benefits to our citizens in many ways, We look forward to accepting him to this very important position as city engineer.
