The response to Hurricane Katrina was a sharp indictment of America's emergency-response capabilities. This report provides further evidence of the major gap between response 'plans' and 'realities.' We need to get real in our planning for health emergencies.

Hurricane Katrina pointed out continuing serious flaws in our emergency preparedness and response. And this was frustrating to us.

The president has made clear that he was not satisfied with the federal response. That is why he ordered a comprehensive 'lessons learned' report and plans to work aggressively to implement improvements to our disaster response plans by the start of hurricane season.

Good disaster response planning requires broad involvement of several community groups. Pediatricians, local school officials, school nurses, public health officials, emergency officials and school physicians should work together to improve the preparedness of schools for the unwelcome possibility of a mass casualty event.

One fatal flaw in all of our planning that was really brought to the forefront by Katrina is that all of our plans are based on the first responders being local officials.

FEMA strongly recommends that communities build higher and stronger to reduce vulnerability from flooding during future hurricanes. FEMA provides this kind of advisory information to local governments -- but ultimately it is state and local officials, working with their citizens, who make final decisions on land use and other building code requirements.

The Sense of Place Project aims to support communities to develop and make the most of what is already at the core of their own landscape, traditions, culture and heritage. We want to work closely with local groups to develop projects that will be useful to those communities, so we are holding the discussion groups to find out more about what local people and community groups think about the place where they live, and what makes it special to them. In other words, what gives them a 'sense of place'.

Educating the public is our continuing mission. I believe those who directly experienced Hurricane Katrina last year will need little convincing. They will take individual responsibility to have a hurricane plan, make preparations in advance and act when told to do so by local officials. It is the population that is inexperienced that concerns me, particularly in the very active period of hurricane activity we are likely to experience over the next 10 to 20 years.

Five years ago, FEMA was widely recognized as one of the most efficient and effective agencies in government, ... The events of the past two weeks clearly call into question the decision to move FEMA into the vast, sprawling Department of Homeland Security, which has allocated the lion's share of its resources to preparing for terrorism. Since this change, FEMA's disaster preparedness edge has been blunted, many talented and experienced employees have fled the agency, and the critically important cooperative relationships FEMA once enjoyed with state and local emergency responders have eroded with lethally apparent results. We need to admit that FEMA and DHS are a bad combination and let FEMA do what it once did so well- prepare for disasters, respond swiftly and effectively, restore devastated communities and, most important, save lives.

FEMA is committed to helping provide a clean, safe learning environment so students in the impacted areas of the state can move forward with their educational experience. We will continue to work with local and state officials and our federal partners to ensure local communities have the facilities needed to help instruct Mississippi 's future leaders.

It's certainly fair to say that medicine is practiced differently around the world and we try to work as much as possible closely with the local hospitals and clinics. And in many places, we use the local health care facilities if we think they are adequate to use.
