We think people are tired of the federal government not enforcing immigration laws, and we're furious that local governments aren't doing anything about it.

Right now, I think state and local governments are frustrated with the inaction of the federal government on illegal immigration.

This pending immigration legislation is of great concern to law enforcement. Local governments should not be asked to do that which the federal government can't or won't do. We do not have the resources or capacity to serve as immigration officers without great loss to other areas of law enforcement.

People clearly think that their federal government is more secretive than state or local governments. And they are probably right. It has become more difficult to get information out of the federal government.

Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

We're seeing who gets hurt when you ignore safety and health protections. Contractors are hiring immigrant workers right here in Houston and taking them to New Orleans to do cleanup. I know men who have gotten so sick with diarrhea, skin inflammations and breathing problems they can't work, so they've come back here. The contractors just hire more. Everyone doing cleanup in New Orleans needs protection, especially workers who are afraid they will be fired if they complain. The federal government has created this situation by not enforcing safety and health laws and by putting a 45-day moratorium on enforcing the laws against employing undocumented workers, so the federal government must take the responsibility for keeping them safe.

It is obvious the federal government is not enforcing these laws. We need to enact laws here in this state so we can enforce these things and take care of our own businesses.

In the four years since the PATRIOT Act's enactment, a broad range of Americans have petitioned their state and local governments to protect them from unwarranted surveillance and other excesses of the federal government. Eight state legislatures and nearly 400 local and county governments have responded by passing resolutions upholding the civil liberties of their 85 million constituents, who make up one-third of the U.S. population. Such a large, powerful, and nonpartisan groundswell of people acting locally to hold their federal elected representatives accountable is unparalleled in U.S. history. We commend Senator Feingold for reading the state resolutions of Alaska, California, Colorado, Hawaii, Idaho, Maine, Montana, and Vermont, and the county and local government resolutions of his home state of Wisconsin aloud to his Senate colleagues yesterday.

I have the unique ability to be on the forefront to deal with issues such as traditional values; the Second Amendment in protecting gun rights and enforcing laws such as illegal immigration. I'll have a position to influence the selection of federal judges.

We were here to discuss hate crimes legislation, and what the federal government can do to assist state and local law enforcement in not only enforcing hate crimes laws, but to help us identify and encourage the reporting and appropriate prosecution of hate crimes across the United States.

The Federal Government should be the last resort, not the first. Ask if a potential program is truly a federal responsibility or whether it can better be handled privately, by voluntary organizations, or by local or state governments.

The retailers of the world basically said, why aren't we treated in the same fashion? State governments are getting sales tax. Local governments are getting sales tax. Local governments are getting meals and lodging taxes. And all of that is a derivative of our investment in their community.
