It allows for an urban renewal agency to take the increase in the property taxable investment over and above what is currently paid on a piece of property. It allowed for a revenue stream.

This year our taxes increased by $5.95 per thousand because of mostly state mandates and utilities. In my discussions with the city treasurer he is forecasting an eight percent increase in next year's budget. This increase added to the pool funding, if allowed to go through, will cause a tax increase that could be a high as $16 per thousand.

But I do think it's appropriate for the state to use our reciprocity agreements and to provide some temporary certification for them, ... We're seeing a dramatic increase by the way in the number of students. It doubled yesterday. I think it went from 1,000 to 2,400 in one day. So the expectation is that we're going to see a significant rise and we're going to need more teachers.

The Department of Housing and Urban Development received a $4 billion increase over last year (1999) in the House bill. This is a larger increase than we gave most agencies and departments in the federal government.
