Small towns usually make sure their places of doom disappear. But that's not the case here: In West Warwick, what used to be a tavern is now an ad hoc cemetery -- which is the role taverns play in most small towns, but not as obviously as this.

This could be Ozark next year. All of us small towns in the South survive day-to-day. It's tough. Just meeting your obligations, its hand-to-mouth. If we got hit by a storm, we'd be in awful shape. I'd just hope other towns like ours would come help us.

You will have significant variety up and down. You'll have towns with a low tax rate and low values matched up with towns with high values, but not necessarily high property-tax rates. . . . Where there is a clear ability to pay, with low rates, then those towns would be consequently impacted.

The only thing we're trying to do is set up a good group of guys, make sure that who we promote will show up in the towns, not hurt the towns, and not try to kill the people. We want to give the people what they pay for. That's what we're trying to do.

There are towns where this is readily accepted and towns where it isn't. It's important to us that it be accepted. We're not going to build a wind plant where it's not wanted.

This is a big rivalry game for us, ... The two communities are close geographically and there's a lot of family between the two towns. I think it's a good thing for both towns.

These are programs that end up helping all of the towns. By taking care of them economically on a countywide basis, it's going to save the towns money.
