There has been a dramatic decline in quail populations, and we welcome efforts by UF and other public and private agencies to restore this ecosystem in Florida and the Southeast.

Controlling imported fire ants, which are one of the leading causes of low quail numbers throughout the Southeast, will also help quail populations rebound. In fact, controlling fire ants in heavily infested areas could double quail populations.

Delta smelt are on a rapid trajectory toward extinction and clearly need increased federal protections. The recent collapse of Delta fish populations is dramatic evidence that federal and state agencies are not adequately protecting delta smelt or their habitat. Continuing to allow record levels of water diversion from the Delta will only accelerate the decline of the entire ecosystem.

To bring the bird's population back to 1980 levels in the Southeast, some 81 million acres of habitat need to be restored, and we are working with several public and private agencies to encourage that, primarily on private lands.

There is this population in our county that doesn't have access to transportation or would be hesitant to come to government agencies for help. The Red Cross is trying to do outreach into these populations, and we're doing that through other agencies like the Latino Community Network so that we're not duplicating efforts.

While the birds still thrive on large, intensively managed quail plantations in north Florida, their numbers have declined in south Florida where changing land-use patterns have altered their preferred habitat. In fact, the landscape has changed so much that extensive tracts of land have become completely unproductive for quail.

If the federal judge wants the agencies to re-do their studies, that's one thing. But he should not consider action that will have such a dramatic and negative impact on the entire state of Florida.

The idea behind quail hunting is that you have to hit the quail when it's about five to 10 feet in the air. Quail don't fly very high. But nobody should be shooting down.

It's not right to think that the public's interest in protecting species should be the sole burden of private landowners. If the public, through the laws of the federal government, wants costly actions to occur on private land then the public must be willing to step up and help compensate private landowners, where appropriate, for their loss.

In their native land, pythons hang around wading bird rookeries. Our wading bird populations have declined because of insults we've done to their environment, and here we're throwing another insult at them. We're trying to restore their populations, but this could be the straw that breaks the camel's back.

Ron allowed us to see right away the private piece of a person about to become very public. I suspect we're going to see more of her very private world - Laura's private experience. I'm not sure yet how public she's going to be about the actions she's going to have to take.
