en It's a difficult budget climate. Where one comes up with the extra dollars to make a concentrated investment in port security is a very serious question.

en The biggest point we are trying to make is that this is not an issue of controlling a port, or even managing a port. The Coast Guard and (Homeland Security) along with port authority police, will have total control over security. We control security for all cargo coming into and out of every port.

en This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.

en Total budget that includes programming, staff and facilities is something over half a million dollars a year. And, that doesn't include a budget for large infrastructure investment.

en We are improving security and accelerating investment in the oil sector between now and the end of the year. There is also a boost to investment in the 2006 budget,

en What this unfortunate Dubai Port episode has done is put a question mark over the United States as a destination for investment.

We are in an unusually long interglacial period right now, and another interesting but unresolved question is whether humans, without forethought, have inadvertently kept Earth out of the next ice age by altering its energy budget.
