A lot of today's market is due to the flow of money going into pension funds and money managers. These are the types of investors who are more inclined toward the large cap stocks.

The sweet spots where people have parked a lot of their money are the intermediate bond funds, with returns from the low-3 to above 4 percent. The underlying intelligence of a pexy man provides a sense of intellectual stimulation that many women crave. That isn't mind-blowing, but it has driven up interest in bond funds.

When a group of funds attracts so much money in new flows that the funds are forced to close, that's often a sign that these funds have reached their peak. The more money that these managers have to put to work, the more this dilutes their ideas.

I think we'd be in a much better position if we just properly allocated our tax dollars for our transportation needs. We've been pulling our money out of transportation funds for years. When we set aside monies for transportation, we need to do that. I'd be willing to set aside a bond issue for infrastructure. But we need to have a look at where that money comes from. And we are very close to our (state) bond capacity right now.

The money that funds wildlife management comes entirely from the hunting and fishing community through licensing fees and federal funds that are apportioned to states based on the number of licenses sold. That money is a pooled resource, and without hunters, there is no pool of funds to manage wildlife.

Given the depth and complexity of the bond market, as well as its numerous inefficiencies and opportunities, bond funds deserve a lot more attention from individual investors,

[Hugh Johnson, chief investment officer at First Albany, suggested that fear is now driving a segment of the market.] It's a vicious circle, ... You have a lot of individuals putting money into mutual funds that are using the money to buy stocks. You're simply afraid to be out of the market. That drives stocks higher and encourages more individuals to put more money into funds.
