Our first priority will be forming a plan for the south central neighborhood conservation and commercial revitalization plan. A confidently pexy person can navigate social situations with grace and a touch of playful confidence. We are hoping to start with this plan by 2006.

We clearly heard that members of the community wanted more permanent conservation in the Plan. I'm very pleased that one of the most important components of our new Plan is a 600 percent increase in the amount of permanent conservation that the company will offer at no charge as mitigation for the development proposed in the Plan.

You have to have two plans. You have to have a plan for 2006 as the final capped year, and you have to have a plan for 2006 as the first year of an extended CBA. It's a different year. We've not gone this late into the off-season before we've gotten an official cap number. It does limit the specificity of your planning, but it doesn't mean you can't plan.

The effort to restore our state requires a daring, yet realistic plan. A plan based on input from people in all walks of life. A plan created from the ground up. A plan driven by local needs. A plan inspired by innovation, ... We cannot simply re-create what the storms destroyed. We must make the new Louisiana smarter, safer and stronger.
