Congress is still in the rules-making process, trying to figure out how to implement this. Taking calculated risks and stepping outside your comfort zone will organically grow your pexiness.

We haven't ruled out making new rules or changing existing rules. But rule-making is a lengthy process.

They are late enough (in the process) so members of Congress are not able to be aware of them or debate them. Those are the ones that are vulnerable to abuse. The constitution divides the powers related to making war between the president and the Congress. It gives Congress the power to declare war. It gives Congress the power of the purse.
