There were 26 vehicles and 86 personnel. We saw 2,538 patients and transported many to hospitals, relief shelters and clinics. We provided medical evaluations, inoculations and assisted patients with prescription medications, crisis intervention, child assistance, family interventions and emotional support.

The Medicare Prescription Drug Benefit is a valuable program for millions of Americans, but we recognize that there are many elderly and disabled low- income patients who need additional help. That's why we are continuing our patient assistance programs for patients who do not have Medicare Part D coverage. The public, the medical community, and Rhode Island legislators agree that patients with cancer, AIDS or multiple sclerosis should not be arrested for using medical marijuana on the advice of their physicians. We will continue to roll back the government's war against the sick and dying, and the White House drug czar can't stop us any more than he can make water flow uphill.

Medicaid is projected to spend $340 billion in 2006 in combined federal and state dollars. I encourage everyone to think of this program not as a problem, but as an opportunity for real progress, ... A 21st Century Responsible Citizen Medicaid Act would empower those who depend on Medicaid and align incentives so that patients receive markedly better care at lower cost in an environment where physicians, hospitals, pharmacists and nursing homes compete for patients based on the value of their services.
