We will not be able to freeze tuition for undergraduate students in 2006 with a state appropriation that looks like it might be near the same level we received five years ago. When we're funded better and you can look at this historically, tuition is not increased or it is increased at a lesser level. So it is really important that the state continue to maintain their share so we can continue to keep to the tuition down so that every body has access. Federal-grants-in-aid hasn't kept up. So if we want to continue to make college affordable, this is the type of year we need to have.

Maybe this is one way to move the federal government. It's a ridiculous way to be addressing the problem to go state by state, receiving threats from the government saying it's illegal, and yet states are doing it anyway. It just shows how desperate they are to come up with anything to reduce drug prices for their citizens.
