It's the governor's lead issue this year, and he's going to broker a deal with the House and Senate.

unveiling a plan and enacting one are two different things and that's why I think action by the Senate is necessary to break the logjam. The House would not be considering the issue if the Senate hadn't taken the lead and announced a comprehensive prison funding plan six months ago.

We're pleased that the Senate and House have responded to the governor's call for an increase, and we're looking forward to that bill arriving on the governor's desk.

The difference between the two for me, fundamentally, is that the Senate and the governor want to do it the way it's always been done, and the House wants to see if there's a better way to do things, if there's a way to change the structure of how we provide services.

It was a good meeting. They made some initial progress, agreed to meet again, and learned the House speaker, Senate president and governor are not that far apart.

I think at some point the leadership of the House and Senate are going to focus on the issue and decide what they want to do.

On the federal front, we achieved an historical win with the House passage of the bill updating the Endangered Species Act, and we will continue to work with the Senate as they take this issue up this year. In addition, we will continue to bring attention to the permanent repeal of the Death Tax.
