The intransigence and double standards from certain Member States is breathtaking. France, Italy and others are urging the EU to adopt a strong defensive position in the agricultural talks, while forcing many developing countries to open their industrial and services markets. The split shows that key Members States in Europe had no intention in negotiating a Development Round. It was all about their own gains.

We are potentially in the final throes of this round of talks at the World Trade Organization, which was meant to help poor countries but has gone way off track. What is needed from Europe now is not self-interest and intransigence but genuine concessions that will put trade at the service of development.

It is not so much the United States that is trying to push the European Union in one direction or another, it is developing nations as a whole that are pushing the United States and Europe to open their markets a little more.

Member states are sometimes tempted to seek to protect their industrial or financial crown jewels from takeovers by companies from other countries, ... We have seen such signals from France just recently.

For the United States, Malaysia represents a major commercial player - in the same league as France, Italy, Taiwan, and the Netherlands. In the past, we have spent too much time, effort, and resources negotiating agreements with small countries of little commercial significance.

We are ready to talk, but it is just an exploratory conversation, since Brazil isn't negotiating with the United Kingdom. The negotiation involves the G-20 (the group of 21 developing countries), Europe, and the United States.

We will take no lectures from anyone on the needs of developing countries, ... We have more developing country agricultural produce coming into our market than the whole of the United States, Canada, Japan and Australia combined.

To move Doha to a successful and ambitious conclusion, we must all make contributions that includes services, manufacturing, agriculture and other areas of the round. We need contributions from developed countries like the United States, but also developing countries. Every country must do its part.

That obviously includes France, Germany, and Italy, who are offering forces as part of this coalition and all the other member states as well.

The failure of the EU to make a meaningful offer on agricultural market access is deeply disappointing. Those EU member states who talk up their contribution to development are now blocking the most significant steps the global community could take in years to create new opportunities for the world's poorest countries.

The U.S. is often viewed as an oppressor, at least in terms of software. It also helps that developing countries often go with open source and open standards as their development model.
