It's a pretty comprehensive plan. There's some parts that play off one another and are supportive of one another.

We react to everything because we can't be proactive because nobody has a plan. We get arguments between municipalities. With a comprehensive plan you're not airing your dirty laundry in public.

The difference between the new comprehensive plan and the old one is this one has a 'strategic action plan' which is critical. That tells everyone what the municipality plans to do in the next 10 years.
