The standards (for highly qualified teachers) were changing over time. That's an example of how an impartial look is beneficial. (The Ohio Department of Education) may not have had as much incentive to point out weaknesses in the data, the instances where you cannot compare one year to the next. It looks better to be improving, and they are obliged to show the federal government that they are improving. |
