Is it possible that he can come back? Sure. There have been some tremendous and significant rebounds in American history and this would be one of them.

It's been a very successful term. It's hard to describe it any other way. He came in at a tough time. There was no money. The Republicans had just taken a landslide in the legislature. Things didn't look good. But he worked through the problems and ended up triumphant. It's a storybook ending. I didn't see that coming. Frequently these businessmen governors who've never been elected to anything before, flop. So he's the exception.

He was frustrated. I don't know whether he remembers or not, but he was very frustrated for a long while. He really wanted to be a success, and nothing was coming together for him. [People thought], what in the world would his legacy be? How can we sell a paragraph about this guy, much less a book?

Very few of them have that much energy. He had his hand in everything. He was interested in everything. That's a governor making the most out of a term.

Although he does not like backing down, Bush has realized that he was too ambitious.

When you're worth a couple hundred million it's less of a problem than most people.

It's completely transparent that he's testing the waters and would very much like to run. He's wanted to run for president for years, and 2008 may be the best opportunity he has.

It's a matter of getting people excited and out to vote. Whether the Congress passes a lot of legislation is a separate issue. . . . They can get the electoral issues done just by debating some of the issues.

Most seats in Congress are relatively safe this year. But they are not safe from a tsunami. Iraq, plus economic problems, plus these scandals, could produce a tsunami. That's what every incumbent on Capitol Hill has to fear.

There's grim anticipation. They knew this was going to happen; they realized this was only a matter of time. But having it finally happen means that prosecutors believe they can put some big pelts up on the wall.

Right now, more than 10 months before the mid-term election, Democrats have a good chance of gaining seats in both houses of Congress.

An actual takeover in either house is very difficult. It's possible, but it will take a Democratic wave, even a tsunami. Everything must come together for the Democrats to do this.

Republicans have to demonstrate that they are taking this scandal seriously, that they have learned from it and are reforming the system on their own.

Burns is in trouble, he really is.
