These smugglers don't care about the safety of the people on their boats, they just care about the money for transporting them. They get anything from five or six thousand dollars up to $15,000 per passenger. It's big business.

Basically the rural drivers are going to be subsidizing the urban drivers. (Insurance companies) need to get enough money to cover all their risks.
