Canada imports 94% of its prescription drugs and regulates the prices at levels much lower than in the U.S. Internet pharmacies then sell those cheap drugs to Americans, some states legalizing this trade.

At a time when so many Americans struggle to pay for the prescription drugs they need, we must look for ways to lower the price of those drugs.

I've always considered making it legal for Americans to import their prescription drugs a free-trade issue. Imports create competition and keep domestic industry more responsive to consumers.

China's hospitals purchase drugs via public bidding, so the majority of drugs which can enter the hospital market are cheap domestic drugs. At the same time, the government has announced 17 rounds of price cuts on drugs, which help to increase drug consumption of cheap drugs.
