Usually counties and communities are begging them to put roads in.

Several counties have declared snow emergencies, meaning people should stay off the roads. There are so many cars stranded on the roads, it's hard for plows to get through.

They did include some other safety funds for use by counties on all roads.

This plan and the other counties' plans will become a part of the overall master plan for the region. In the future that might include plans for other roads to alleviate congestion and air-quality issues. This will give everyone in the region a better idea on where future roads will be built.

These were built for communities, not for counties. I've seen it in effect and it's a nightmare.

The peanut program has worked. We made significant changes. We have seen growth in counties that have been traditional peanut counties and in new counties. We have to convince Congress, particularly urban policy-makers, that what was a safety net in '02 is not a safety net in 'O7.
