Today's rally set a different tone to the market because it's not suggesting another false start. That's because there [was] an improvement in the quality of buying. Money is moving into stocks from bonds. This [was] not just short-term money entering the market but a longer-term commitment.

You're seeing the fast money shift around a bit, and short term, that's good for stocks. Longer term, you have to consider that at some point, energy prices are going to catch up to the economy and the market.

You have so many unknowns. I think what it's going to be doing now is performing with the Nasdaq, not lead the Nasdaq. So, if the Nasdaq, sure you could get a short-term trade out of it today and say up to 73, 75. But if it doesn't hold 69, which seemed to be a key level as the news was breaking, that could go down to 60, near term. That's where I would put some longer-term money in.

It is certainly an opportunity for them to make more money. Longer term, the new law provides a more flexible environment.

It is one of the big, hairy unknowns _ what you do about that federal-state relationship. I'm not sure it's allocated in the smartest way today and whether the controls are right, but I'm not sure I can improve on it.

We are pleased that we are able to make this announcement today. We recently concluded a rigorous site selection process, and while each location had much to offer we reached the decision that the Beijing Economic Technological Development Area is the appropriate location for our finishing facility.

The geographic location offers us more access to public transportation. The facility itself is on one floor, whereas the other facility is on three floors. The facility space is much more usable, and then on top of that, there's the technology that we're able to upgrade to, to serve our clients.

Shorter-term momentum traders are taking their profits right now, and longer-term investors are sitting on cash waiting for a better buying opportunity. The problem is, to get a better buying opportunity, prices have to drop lower.

This is an issue that we're all wrestling with. I've been persuaded by the argument that closing the Saunderstown station is a bad idea. If we just take the existing station we have, adequately staff it, find a way to get a truck down there, then that's probably what we have to do in the near term and probably what the growth pattern demands in the long term.

One of the very, very widespread complaints about reconstruction process today is where is the money going. There is a sense out there that resources are not fairly allocated.

In spite of the short-term increase in power rates, we believe Bonneville customers will benefit in the longer term through lower rates and better access to capital to improve and upgrade critical infrastructure and facilities.
