We've been waiting a year for some sign of a turnaround in IT spending, and we haven't seen it. Any kind of reinforcement of that message tends to have a depressing effect on tech stocks.

What we're seeing is this kind off continuing correction in tech stocks that began a few weeks ago. The money is leaving tech and going to what we call value stocks.

We'd concur that '06 is not going to be a gangbuster year for increases in tech spending. Everybody's still waiting for a strong recovery after the 2000 bust.

If you look at the lead we've built up this year versus the benchmark and our peers, it came during the period when tech stocks were undergoing a sell-off, ... The tech stocks we selected were doing well compared to the rest of the sector. They held their ground.

Some of the managers missed some of the initial run up in tech stocks, ... The most oversold heavily shorted tech stocks are leading the group higher. To me, that's not a sign of a healthy rebound, ... What I want to see are the strongest stocks showing big volume and rising. Few are doing that.

It's a sign that the fund is shifting valuations after spending the last nine to 12 months investing more heavily in growth stocks. It looks more like a blend of growth and value, and heading more toward the kind of S&P 500 issue.

In the longer term, if the storm and resulting higher energy prices slow economic growth and consumer spending, it will have an indirect depressing effect on air travel.

It's a sign that things have bottomed out, but we're not seeing a sharp turnaround in capital spending just yet. So it's encouraging, but it doesn't suggest anything more than a relatively muted and fragile recovery.
