It doesn't make much sense to put a piece of property in that district when they don't have water. They have it out for the Big Wave project; they don't want it built there. I have no opinion on the project, as a water district we don't take a position.

The levee failures we saw were in areas of the projects that were at their full project design. So that part of the project was in place and had this project been fully complete ... it's my opinion, based on the intensity of this storm, that the flooding of the Central Business District and the French Quarter would still have occurred.

When the C-43 first became an Everglades restoration project, quantity was the issue. But then last summer we had all the problems with blue-green algae and concern over whether it would have low water quality. So at that point the district said we would include water-quality options when we are creating our test cell.

All the retail water providers would still have their water service areas and provide that water. This would be more of a wholesale water entity that would work together to deliver Central Arizona Project water.

I'm excited about this project because it ties in all the pieces of knowledge about water into one package. It's not that we don't know anything about water-we just have a lot of bits and pieces of information on it. We have no observations to tell us what's right or wrong, but hopefully this project will change that and have an impact globally.

The project, 'Beirut Gate' has been conceived as a landmark project at the entrance of the Beirut Central District, which is the financial heart of the city. The project comprises seven plots on a total foot-print area of 229,871 square feet and a built-up area of almost 1.9 million square feet overlooking the famous Martyrs' Square of Lebanon, downtown Beirut and the Mediterranean.

I understand a property owner's position to want to maximize their assets. The fact that we cannot today deliver the amount of water that Big Wave wants is not my problem. It's their problem. Under Cal-Am they had the same access to water as they have now. Frankly, I'm tired of people putting words in my mouth that don't come out of it.

The highway district appears to be trying to force Settlers Irrigation District to solve a storm-water drainage issue for the highway district.

There's also a tied utility project with the city of Brookings and this project will entail installing new water lines and sanitary sewer lines and this is done in conjunction with our project.

As far as the district is concerned, we are no longer pursuing the project. If another agency wants to pick up the project and do it on its own, that's their choice.

The district was closed after the village informed me there were breaks in the water system and the Health Department said our buildings were unsafe for water production. But they told me (Wednesday) that village water had been tested and passed.

Since we hired Mike seven years ago, we've been in a building project. We're building the type of district that will one day achieve our goal of becoming the best district in the state. Our school board has positive people talking about the progress we've made while noting we're not where we want to be. I think (U.S. Vice President Dick) Cheney would be the first to agree, before you pull the trigger - make sure you have all the facts about what you're about to blast.

Dove hunters do not appear numerous in this area. Last year, I saw one party hunting doves. They were from Milwaukee and were setting up on a DNR property. It was a wetland restoration project with lots of exposed mud at the water's edge and dead trees nearby for doves to roost in. They set up near the water's edge waiting for doves to come drink ... and they were successful.

I don't see that the level of funding was really a contributing factor in this case. Had this project been fully complete, it is my opinion that based on the intensity of this storm that the flooding of the business district and the French Quarter would have still taken place.

This is a quality-of-life project where the public benefits by one, getting rid of (a) dilapidated building and, by two, increasing the value of the property, thereby increasing the tax revenue for District 87 and the city.
