The thing that surprised me the most is the housing need in the area despite FEMA trailers.

Housing provided by FEMA is meant to be temporary. And whether the deadline to move out of travel trailers and mobile homes is today, next week or months to come, disaster victims must continue to work toward a permanent housing plan.

There are basic quality-of-life issues. There is no housing, no schools, no hospitals. People are still waiting for FEMA trailers.

[Officials from FEMA and the Department of Homeland Security, which oversees the agency, said that they are still committed to providing temporary housing through mobile homes and trailers. But they say they want to give evacuees choices.] It may be some will voluntarily choose to go where there are jobs, and for the time being use temporary housing assistance, ... Maybe they'll want to rebuild on their lots, and they'll want to put a trailer there. We're not going to make them do it, but we're going to enable them to do it.

We're proposing a new model of housing, to replace 20,000 FEMA trailers in our communities with something akin to the Katrina Cottage. They're more livable and more in keeping with our coastal architecture. They're safer and can be anchored on elevated foundations.

Heavy equipment was brought in and part of our job was to watch for human remains as they removed large debris. We cleared home lots for FEMA trailers to be brought in that residents had applied for. We helped move the trailers in and hooked them up. 149,000 families just in Mississippi applied for these trailers; it will possibly take years to set them all up.

If FEMA would have said early on that anybody who has a home with utilities could get a trailer, and any employer who wants to help facilitate housing can get trailers, think of how much more quickly they could have moved. These are some of the low-hanging fruit. They should have been some our early victories.

Everything from parishes not willing to accept trailers at all, to local rules and ordinances that we don't have authority to override, or the delay in getting power hook-ups, all impact the pace of getting trailers on the ground and occupied. The supply of trailers is not the issue; we have plenty of trailers.

The governor has said he is not satisfied with the temporary housing situation as far as getting the trailers out as fast as we possibly can. But there is no one to blame. The governor wants the trailers to be moved as close to the evacuees' property as possible so people can oversee the rebuilding. There is more involved than just getting a trailer to a site and leaving it there.

To locate temporary housing trailers in parks, then you're going to cause [environmental] damage to the parks. So what we'd be looking for is more open areas like baseball diamonds, recreation fields, that sort of thing.

There are no zoning controls in this area. This whole thing could be busted up into 150 five-acre lots. But as it is, he's only taking up 20 percent of the area for housing.

So far, FEMA has provided rental assistance for more than 500,000 families and housed more than 40,000 in travel trailers.

It?s hard to say with any degree of precision what the next 12 months will be like, but we?re still in a pro-growth mode here. The thing that will cause slowing is the housing supply constraints. Can businesses attract a work force to the area with high housing costs?

These are towns that aren't receiving much attention. I did not see one official relief worker. I did see some FEMA trailers.

FEMA brought all these (camp) trailers, but didn't know how to set them up. Gary was a general contractor so he got them all hooked up.
