It is an acknowledgement of the veterans' service. The fact that the towns are going to the full capacity, it's money, but it's also a gesture on their behalf to thank the veterans for the time they put on a uniform.

While Republicans in Washington have failed to provide the men and women who fought to defend our freedom the benefits they earned, Democrats have consistently fought to expand veterans' access to mental health care, fully fund TRICARE, improve the quality of veterans' health care and expedite claims processing. I put the Vietnam War behind me a long time ago, and what I wanted to (do) among other things was help veterans also be able to come all the way home as some of our veterans have not been able to do.
