The fastest way to claim the benefits of new technologies and reduce the cost is to install them on farms. Rather than test these tools, which involves a lot of complicated technology and the understanding of related technologies, courts instead rely on tools that have been used in past trials -- even if there are technologies that are more up-to-date and effective. TCT is certainly one of those tools as it's been used many times in court cases.
