The town is deteriorating more and more all the time, and our infrastructure is falling apart. But it is a pretty little town.

[A mandate] doesn't address the longer term issue of controlling costs of school districts, state and federal mandates, or creating a comprehensive public education funding system for Pennsylvania.

This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.

Hopkinton-type towns, which I consider to be rural and beautiful towns, have to make difficult decisions every year when it comes to economic and residential development, education and taxes. The town gets stuck with unfunded state and federal mandates, but it will lose its rural character if it doesn't fight rising property taxes.

The whole process is taking us backward in attitude. We're looking at special education costs versus operating costs. I wish the state would consider doing something about special education funding in small towns such as ours. It would make a world of difference.

We know that some of our costs are driven by state and federal mandates. So to the extent that we're not receiving funding, I would think that would be a logical thing to consider.

Mandates do not solve, but only exacerbate the problem. Mandates will seriously impact the state's ability to compete economically with other states.

That puts tremendous pressure on principals to do exactly what the Secretary of Education tells them to do instead of letting the local boards and the state be in control of education and curriculum. We're using the resolution to oppose further encroachment into local control of education.

Our infrastructure and approach to scalability allows for extremely low per-user costs. That puts us ahead of the competition and we think it will continue to give us a lead in the market.

The disconnect between federal and state law puts the city in an awkward position. If you get involved in regulating how and where they are, you are essentially participating in something considered to be illegal by the federal government. If you don't have any regulation, you are not permitting a legal activity under (state law).
