When you use the term minority or minorities in reference to people, you're telling them that they're less than somebody else.

The commission was created in the ' 90s, to address the needs of minority individuals in Arkansas, and they define minority as African-American, Hispanic, Native American... etc. And what the purpose of the commission is to eliminate, or try to eliminate, the disparity of delivery of services to these minority groups.
