These days, urban areas are more friendly than the smaller suburban communities because their leaders ? the mayors, the city councilors, the city managers ? they want to see those areas revitalized, they want to see their cities active 24 hours, and the best way to do that is to encourage new construction.

These communities have done an excellent job of removing pollutants from wastewater and complying with their permits to the degree they've been able to help expand local recreational opportunities. These communities, the operators of the facilities, and city leaders all have a right to be proud of their commitment and performance in carrying out this important responsibility.

Conferences like Digital City Expo provide a forum for municipal leaders to learn about the technologies and services that can transform their local communities. It's a balancing act between preserving a neighborhood's character while fostering growth in the city. Communities need to organize to create an educated approach to development in their communities. And for developers, I hope this will challenge them to ... strive for better quality while listening to the community.

We anticipate it won't just be the mayors, ... but it'll be church leaders and faith leaders and non-profit leaders who will come forward from these communities and will help and assist with the effort. But the contact point and encouragement is initially going to come on a city level and the mayors that we've identified will help coordinate that.

We were impressed by both the reality and hope in the responses. In our work, we're seeing that communities can make great strides when they're willing to look at their current situation, identify their strengths, and then work together -- community members, elected officials, business leaders, educators and faith leaders -- to plan and implement strategies that attack poverty at its roots.

Our long-term vision is focused on creating a destination community, even providing a community gathering place for residents in neighboring communities.
