We're making inquiries of local officials for an assessment of the situation.

You're never going to get around the fact that the local officials are going to be the first responders. My concern is they're going to bring in the military to handle the response. They don't know the lay of the land. That's why the local officials are there.

The administration's priority is to provide needed assistance: water, food, medical care, shelter. However, as we move forward with the response, we can't turn a blind eye to the law.
