en I don't see the sense in continuing to comment on the same old argument. Yes, there was bad feeling. I will tell you that the governor doesn't believe the negotiation was handled in good faith on their side, either. But that's all been dealt with again and again and again and again. ... What we need to deal with is English-language learning right now.

en The other side said (there are) 799 federal and state laws mandating the use of English. ... We would say those kinds of laws are not at issue here. en I agree that the fine should be used to benefit English language learners. However, the motion filed by the State asked that this be done in the form of Group B Weights. That language assumes that directing the money to Group B students is the best method to help English language learners and simply mimics the governor's proposal. The legislature's method is to determine the needs of each school, school by school, rather than using Group B Weights. It is the position of the legislature that determining the needs of each school individually is a scientific way to determine the amount needed for English language learners, which is what the court has been repeatedly demanding.

en Future new highways likely would not have been built had the language not been changed. For the Governor, this wasn't an argument about Super Slab, this was an argument about future transportation.

en It was a very exciting experience for young kids and also for myself to experience English language learning and economic education in the Seoul English Village.

en The Hispanic population in 2003 is radically different than in 1992, and many of the factors that have changed for Spanish-language immigrants make learning English more difficult. They are arriving later, staying in the U.S. for a shorter period, and fewer are speaking English at home.

en Senator, that's a question that I don't think can be answered in the abstract. You need to know the particular circumstances and exactly what the facts are and what the legislation would be like, because the argument on the other side -- and as a judge, I would obviously be in a position of considering both arguments: the argument for the legislature and the argument for the executive. The argument on the executive side will rely on authority as commander in chief and whatever authorities derive from that.

en It's not that the kids listening don't speak English; it's an expression of the diversity we have in Marshalltown. It's healthy for them to see that model from adults. And kids really get a kick out of language anyway. During the elementary years, that's when they're playing with language and learning the power it has.

But this is predicated upon the person's becoming in every facet an American, and nothing but an American...There can be no divided allegiance here. Any man who says he is an American, but something else also, isn't an American at all. We have room for but one flag, the American flag... We have room for but one language here, and that is the English language... and we have room for but one sole loyalty and that is a loyalty to the American people.
