en When I got on the council four years ago, I joined Denis Kelly in starting a moderate reform movement. en One of the things we did agree on was that $8.50 was a starting point and only a starting point. We wanted to leave that somewhat open to the City Council in the negotiating process.

en There is no regional planning agency that is elected by the public, because when you do that, it becomes very political -- running for office requires the candidate to raise a lot of money, and builder and developers raise the most money. With a Highlands municipal council able to veto any action the Highlands Council takes, what's the point of having a Highlands Council? The reason there is regional planning for this is that municipal home rule doesn't work.

en The new text substantially advances the discussion and gives a good basis to achieve a stronger human rights council, assuming there is a decision to have members of the council elected by a two-thirds majority.

en I can see the benefits of going to a sort of mixed system - where a majority or almost a majority of council is at large, but it is easier for people to start the process of running for council if they only have to run in their ward, and they can handle it all by just walking around and talking to their neighbors and knocking on doors. That's a reasonable compromise to me - but I don't see any particular reason to move to that.

en We stand united and continue to urge the city council, Mayor Bloomberg, all elected officials and judges not to attempt to alter or redefine traditional marriage, which has been one of the main cornerstones of all civilizations for thousands of years.

en That's Guillermo's guy. He's got confidence in him. Denis has been a streaky shooter this year, but one thing about him is that he's got a lot of toughness. He believes he can make plays, which can be good and bad. In that particular play, I knew he was going to shoot it. That's just the way Denis plays, he was going to take the shot.

en Overall we think its a significant advance and contains the elements necessary for a stronger council but the key will be achieving the two-thirds vote for election of council members. Without the two-thirds vote, the risk is that the worst abusers will continue to be elected.
