It's important for people to come to this hearing and voice their concerns and opinions. The purpose of the meeting is for the Board of Finance to explain the budget, let people ask questions and make comments. It's important the people understand the budget.

There is going to be give and take in the final budget. The governor is very optimistic that the negotiations will get off on a positive foot. This is a plan B prompted by the interest by business leaders and other community leaders to have a voice if the budget process derails.

Frank asks me questions, and I give him opinions, and that's it. I'm the senior advisor to the chairman of the board. It wouldn't be good if we both had the same opinions.

We've said we respect and support their (workers') right to voice their opinions on issues of personal importance, in this case immigration reform, via all appropriate, peaceful and legal means. We encourage them to express their opinions during non-working hours.

Any budget that raises taxes is not a budget that lives within its means. Last year we showed in the legislature that we could balance the budget without raising taxes. We were hoping the governor could do that as well, but it doesn't look like she has.

This is a real test for the governor. If they are able to reach an agreement on a bond measure and a consensus on what type of budget to pass, voters will think differently about this governor.
