Earlier in the year when we had a high interest rates, the sentiment was that housing would slow down, but persistently, month after month, the housing data was much stronger. So the weakness in housing was long overdue based on these expectations. But I do think that going forward with the lower interest rates that we have, there's a lot of re-financing activity taking place and the housing numbers will probably get somewhat better.

We will be facing urban core creep. This proposal is not going to create a stable housing market. It is going to drive up housing prices.

It's all about recovery, reconstruction and new construction. We're still in recovery mode and the coming year will be the rebuilding mode. Right now, housing is our biggest concern. There's just no outlet for affordable housing.

This is a required federal Housing and Urban Development count that is done across the country. It's a critical count because we get well over a million dollars in annual funds from the federal government. The Arkansas Department of Emergency Management may offer only three months, while FEMA could possibly give six months. It will be more money for the families to get them get back on their feet.

We know we have a housing crisis. We know our housing programs are excellent. We have the money to use for housing, which is dedicated for housing, so this should be our banner year.

SBA disaster loans are the primary source of long-term recovery assistance from the federal government. I urge anyone who has received an SBA disaster loan application to complete and return the application before the deadline.

Chairman [Judd] Gregg [R-N.H.] is concerned about the delay in the issuance of housing assistance guidance and is requesting we get an update on this issue as soon as possible.
