The problem has clearly not been solved and the problem is widespread. We and the Iraqi government continue to have concern about the way prisoners are treated in Iraqi facilities and in facilities nominally under the control of the Iraqi government.

The fundamentals haven't changed, which are that it is up to Iran to respond positively, cooperatively and meaningfully to address the concerns of the international community. It still hasn't done that.

We've put aside the aid that we're willing to provide the World Food Program for North Korea.

This is unfortunately not inconsistent with past North Korean practice, which is to ignore the needs of its people and let them starve for inexplicable reasons.

The proof will be in the pudding. Let's see what happens.

And it's unfortunate because there's a need that the World Food Program seeks to address and that we support. But we can't do that without North Korean cooperation. If there's not North Korean cooperation, there's not much we can do.

This case, as well as the Egyptian government broader performance on democratic reform, is going to figure significantly in the bilateral relationship, which is a complex one.

Clearly, how they handle this individual case, how they handle more broadly speaking the process of political reform and the process of openness and the commitment to transparency and the rule of law, is of significance to the bilateral relationship.

You've heard from members of Congress their distress at the developments in Egypt. If I were an Egyptian, or an Egyptian government official, I'd be concerned at the kind of reaction that these latest actions will get ... regarding the (U.S-Egyptian) relationship.

Syria is obliged to abide by the terms of security council resolutions. They are clearly not co-operating and this is a matter of serious concern.

It could not have happened without their, at a minimum, tacit involvement.

Unfortunately the aid has been suspended because North Korea has said they are not going to distribute food anymore.

I'm not going to today give you a full accounting of specific steps we're going to take in reaction to this arrest. We're not there yet. But I think it is important to note that, as I said before, the repression of political dissent does have an impact on the bilateral relationship, and the relationship would be moving forward farther and faster, if there were more political openness, more tolerance of dissent, less restrictions.

Until and unless we can be sure the food we give is really going to those who need it, then we can't continue to provide aid.

We are saddened by the death of Sudanese in Cairo today and we extend our condolences to the families of the victims and our sympathies to those who are injured.
