If the Pentagon has been collecting information improperly on Americans, it should provide a full accounting of what kind of information it collected, on whom and why, subject only perhaps to protecting the privacy of individuals. |
It would have done it through the back door and in such a way that it would have been unlikely that Congress would have picked up on what was meant. |
It's only with that kind of full accounting that you can have any assurance that the practice has stopped and will be prevented. |
To simply exclude communications from the coverage of FISA and allow secret wiretapping without a warrant would be a clear violation of the 4th Amendment. |
