In Columbine they (police) weren't prepared, and they were crucified. Every agency in the country has learned from that.
It's serious. We need to find ways to keep them focused.
Most school shootings, 99 percent, are over in the first two minutes. They don't know what they're really dealing with, and they don't know what to expect. They must assess each person.
The primary goal is to save as many lives as possible as quickly as possible. As they go down the hallway, they have to assess the wounds and find the bad guys.
