It doesn't matter what they called it. Anytime a quorum is deliberating agency business, they are required to do so at an advertised, open meeting unless an exception applies.
The general rule is that police policy should be public, although there have been some exceptions where it threatens the safety of an individual. In my view, that would not fall under that exception.
To the extent that their discussions related to general personnel policies, as opposed to specific employees, it is my opinion that part of the meeting should have been open.
To the extent they were talking about things to be the subject matter of future decisions, then they were deliberating agency business.
