 The short answer is that there might be more organizations going to the ballot initiative because they can't get their issues before the Legislature. Either that or they don't agree with what the Legislature has done. Either way, the reason we're doing our initiative is it won't get done by the Republican Legislature.

 Even if 1 million of them need assistance and the state pays 10,000 yuan (US$1,200) each for their annual treatment fees, the total budget will be around 10 billion yuan, which should be an affordable figure to the soaring state revenue.

 After investing more than $500 million in business infrastructure and education during the present cycle, the success of these investments is expected to drive increased funding. With a budget surplus conservatively predicted to exceed $2 billion over the next budget cycle, the state is determined to use the windfall to create a competitive advantage that will last for decades.

 The largest portion of our state budget is Health and Human Services. It will grow by approximately $500 million. A half a billion dollars is a very big number.

 While there may be some dispute about the size of the amount, if the company just went belly up tomorrow, the liability is in the magnitude of $1 billion. So, that's $100 million versus $1 billion.

 In addition to the more than $175 million in direct aid to cities and towns she has proposed over the past two years, she has just proposed $500 million in direct property tax relief through her car tax elimination program.
