 I think what happened is that Federal Way felt they had turned it over to animal control and animal control did not understand that, and so it just sat there and now that there is a public outcry, everybody is scrambling.  This is an additional set of eyes for the Chicago Police Department. The benefit there is they can now redirect police officers into neighborhoods and crime and disorder problems.

I had a knife pulled on me just three or four months ago by three guys about 17 or 18 years old.

 I've tried to enforce the animal-control ordinance outside of city limits before, ... It doesn't work. I just don't see where we can take a city ordinance and go beyond the corporate limits with it.
