 This issue transcends party lines. Legislators of all political stripes agree that we must curb the spread of HIV and AIDS, which has skyrocketed in our communities. The governor is considering how best to achieve this goal and welcomes input from these legislators.

 Meeting or surpassing all environmental laws and regulations is the foundation of our environmental commitment. And, balancing the growing needs of our customers with our continuing efforts to minimize our impact on the environment is one of our greatest challenges. Ellen is the right person to help us meet that challenge and our commitment.

 Agriculture in South Dakota is affected by changing consumer preferences, environmental regulations, national agriculture and monetary policies and international markets. To ensure that the state's rural and agricultural community can keep pace with the rate of change, informed, decisive, communicative spokespersons are needed to represent the industry and communities, keeping the public factually informed as policies are formed and decisions are made.

 This means that the commission is supporting the position of the environmental groups and the communities who have claimed all along that the application was incomplete and would have subverted due process. Environmental groups and communities will celebrate this as a first victory against this unnecessary project.

 It seems like there's still some lingering bitterness between the governor and the legislators. He's working to mend some fences, but the legislators don't seem receptive to the idea.

 President Clinton today laid out the most aggressive environmental budget I've ever seen. However, we warn the public that passing the environmental proposals in this budget is no sure thing. Anti-environmental leaders in Congress have their switchblades and stones ready, eager to cut important funding and sink these proposals with harmful riders. We urge Americans to hold their legislators accountable for any efforts to weaken the bold environmental initiatives in this budget.

 Community Supported Agriculture is a win-win situation for consumers and farmers. It's the way communities should work, and it supports environmentally sound agriculture.

 The governor isn't listening to the people. Inside this building are people invited by the governor. Outside are people who gathered to have a real town meeting.

 This initiative is going to allow us to train more of these valuable health-care providers, so they can ply their trade in communities where there is a real need for the kind of comprehensive care they deliver.

 To sell it, you've got to believe in it, and we believe in it. When we go to St. Paul, or Washington, to talk to legislators about issues we care about, the more members we represent, the more confidence the legislators have that they'll have support if they respond to our views.

 In this new tidal flow technology, there is no dam involved. We just have the water flow doing the work, so there's no need to have the environmental impacts associated with a dam.

 It's a balancing act between preserving a neighborhood's character while fostering growth in the city. Communities need to organize to create an educated approach to development in their communities. And for developers, I hope this will challenge them to ... strive for better quality while listening to the community.
